Legacy strategy of the Tarragona 2017 Mediterranean Games


CEO-UAB collaborates with the Tarragona 2017 Mediterranean Games in the process of strategic planning for the event legacy which focuses on socioeconomic development. The collaboration started in 2015, defining the Strategic Plan for the Legacy of the Tarragona 2017 Mediterranean Games, and continues in 2016 with the definition and implementation of the Action Plan and the system of impact analysis indicators.

The project is leaded by Berta Cerezuela and involves a team of academic experts – Carles M. Gasol, Aaron Gutierrez, Emilio Fernández Peña, Chris Kennett, Miquel de Moragas and Francesc Muñoz.

Strategic Plan for the Legacy of the Tarragona 2017 Mediterranean Games
The Strategic Plan for the Legacy of the Tarragona 2017 Mediterranean Games was developed through a participative process involving 138 regional actors from the public and private sectors in six working sessions (over 120 participants), 30 interviews with experts and a contest for ideas aimed at secondary schools.

The Strategic Plan aims to boost the host economy by maximising its catalyst effect to generate direct and indirect employment, promoting sports-related industries and professional profiles, improving human capital and its application to the productive sector, and strengthening the model of cooperation and networking. In addition, the plan aims to contribute to the improvement of the quality of life in the region and strengthen citizens’ sense of belonging and pride.

The Strategic Plan was the main result of the project Strategic board for the economical growth and reactivation of employment opportunities generated by the legacy of Mediterranean Games Tarragona 2017. This project was an initiative of the Tarragona City Council and Tarragona 2017 Foundation, through Tarragona Impulsa, funded by the Employment Service of Catalonia in the framework of the local development support programs and 50% funded by the European Social Fund under the Operational Programme of the ESF objective Investment in Growth and Employment for the period 2014-2020. The project was implemented by the Olympic Studies Centre at the Autonomous University of Barcelona

Planning and monitoring of the legacy
In 2016, CEO-UAB will be working on the project “Planning and monitoring of the legacy strategy for the Mediterranean Games Tarragona 2017 and its socio-economic impact”, which continues the work initiated in 2015. Through this project, CEO-UAB will plan and monitor its implementation and promotion through an action plan and will start to measure the event impact gathering a first wave of impact indicators.

This project is undertaken by the order EMO / 258/2014 of 5 August, which approves the rules for granting subsidies for programs to support local development, announcement in resolution EMO / 744/2015 of 16 April 2015.
